truck vs security barrier in crash test

I'm not sure why this barrier is so high?
When you watch the video take a look at the front tires how they roll under the barrier and watch the barrier pad move up and forward with the impact. Looked like the pad raised up about an 2". One things for sure the engine is sitting in the driver's lap!
Anybody know the speed on impact?!?!?!?. 35/40 mph
