I have seen it in 1/87 by either Busch or Herpa and there is a 1/43 incarnation from Norev.
I have not, to my knowledge, seen it anywhere in kit form, though I can imagine Heller or Airfix having done this one ( would probably be 1/32 )
However, this baby would do nice as a 1/24 kit, since it can be made into various variants ( police, mail, ambulance, to name a few )

As Richard have said, most of the released replicas of the Citroën H (also called "Tub" like the vehicle it replaced) are 1/43 and 1/87 models.But there's also a 1/22 scale die-cast H made by Solido :
